Described here. This has been kicking about for ages, and it's a boost to see it finally going ahead. Judging by some of the comments on the article the argument is not nearly won. On the other hand, as with the congestion charge, I suspect attitudes will move once it is in place. Not much about the technology, except that it's based on GPS, and will be compatible with "EU requirements for interoperability with other European road pricing systems".
