The State has smoothed the path to peer-to-peer car sharing by giving the insurance companies a guarantee that they won't be liable for accidents caused by borrowing drivers. Described here, with lots of links - though I can't help wondering what happens to pedestrians who get hit by borrowers; maybe third party liability doesn't work the same way in the US, or at least in California.
