Scenarios for intelligent infrastructure

Great report considering four possible scenarios for the future of intelligent infrastructure as a way of managing transport of things and people, available as a pdf download.

Part of a much wider government-sponsored "foresight" project on intelligent infrastructure, with its own home page and lots of other deliverables, including a review of the technologies available and under development. The project is now completed (and marked as such - hooray!). How come the only place that this government ever seems to show any long-term thinking is in reports about long-term thinking? Why doesn't this ever permeate through to any real policy-making? What does this say about how democracy works (or doesn't)?
