This will actually make it easier for road-based travel and transport, and arguably won't do much to make transport more sustainable (though I suppose it will cut congestion at toll points, thereby reducing emissions a bit). Someone really needs to model whether the saved emissions are outweighed by the increase from driving being nicer and easier.
So why do I like this? Partly because the platform could end up being used for other, more sensible things like more widespread road pricing, and partly because it's going to really annoy the 'Freedom to Drive' crowd, whose hatred for things European and things that monitor probably outstrips any residual affection they might have for pay-to-use.
