Peugot, Nissan, Renault and Jaguar all offer driver selectable speed controls - a bit like cruise control, with an over-ride function so that you could exceed your pre-defined limit if you needed to. More or less invisible to users, policy-makers etc. Surely this means that the platform is there to encourage speed reduction. The Peugot implementation at least includes an 'overspeed warning' - an audible tone when you exceed the speed limit.
Note that the brave heroes who do battle with the state's totalitarian attempts to control speed on roads can 'prove' that this would lead to more accidents - see this.
