The words 'about bloody time too' come to mind. I worked on a bid for a project about this in my first weeks at Ovum, in 1999. It included a trip to Frethun, which I do not recommend. Even then there were no major technical challenges  - the issues were all about business models, who would pay and how they would benefit.
