...but this proposal to use cars as mobile base stations rather reminds me of the sort of thing that emerges from suggestion box schemes and turn out to create huge technical headaches for no particular purpose.
I do remember that in my ICO days we jokingly discussed the idea of providing communications from planes, rather than to planes; put the base stations under the wings rather than a satcom device pointing upwards into the stratosphere. You can see how the same sort of lateral thinking might have led to this - there are lots of cars, they go where there are lots of people...It's hard to know where to start with the the 'lot of challenges to be solved' to which the article refers.
